There is no such thing as No Elections

There is no such thing as No Elections, says Rep. Alcover;
Maoist communist front organizations called to
support Charter Change

“It is the word of the administration as against the opposition’s,” said ANAD Partylist Representative Jun Alcover during a radio interview over Bombo Radyo – Davao, last week.

Alcover’s reaction came after reports saying that a No-El scenario is cooking-up, just in case the Con-Ass movement fails. Alcover said that the government already has issued a categorical statement that expressly assured the holding of the May 2010 elections. “In my own personal view, there must be an election because this political exercise is part and parcel of the democratic process that ANAD is strongly advocating and going all-out to protect,” he said.

“No-El is one of the black propaganda being disseminated by the Maoist communist groups who are masters of the art of deception through black propaganda. Their only ulterior motive is to sow confusion and chaos among political groups through some sectors who are usually vulnerable to their campaign,” Alcover pointed out.
On the issue of Charter Change, Alcover stressed that amending the constitution through Constituent Assembly or Con-Ass is the most economic and expedient way considering the present economic situation and the pressing needs of our country and people.

“Through Con-Ass, government will save hundreds of millions of pesos if we forego with the election for members of the constitutional convention; and the time spent in the campaign for con-con seats up to the proclamation of winners shall be done without,” Alcover stressed.

He urged the Filipino people to strongly consider the need to amend our constitution, the earliest time possible, to be relevant and responsive to the needs of the changing times.

“While it is true that we have a corrupt system of government where absolute power, authority, and sources of funds are very much centralized in the seat of national authority; corruption cannot be avoided. Let us not forget that absolute power corrupts absolutely,” Alcover said.
He clarified that if this power and funds are decentralized to the different regions or states that would be created under a federal system of government, “then we would be able to reduce greatly, if not eliminate altogether, corruption in the country. In this way, we could be able to respond, efficiently and with speed, to the needs of our people,” Alcover added.

“For the Maoist communist CPP-NPA-NDF and its entire surrogate front organizations who had been denouncing the government, since the time of Marcos until today, as corrupt, I call on all of you to support our move to amend the constitution to stump out corruption in the country,” Alcover urged.

Alcover said that he is optimistic that the Maoist groups will not respond affirmatively to his call because in the event the constitution is amended and the issue of corruption is resolved, “they will loose an important issue and shall have no reason to continue their anti-government protest actions, especially in the streets,” Alcover added.

Digos massacre should be an engine for peace

“We commemorate the infamous Digos Massacre not to push further the sorrow and hate among us, especially the family of the 40 victims, but to renew our commitment to achieve peace for all of us,” said ANAD Partylist Rep. Jun Alcover during the 20th commemoration of the infamous Digos massacre in Sitio Matti, Barangay Binaton, Digos City. Alcover, together with Bantay Partylist Representative Jovito Palparan Jr. led the commemoration activities there. Davao del Sur District 1 Representative Marc Cagas also graced the gathering participated by some 1,000 residents of both Sitio Rano and Matti, held at a roadside of Sitio Matti.

A commemorative marker of that gory incident, constructed through the efforts of Barangay Council of Binaton and ably supported by the officers and men of the Army’s 39th Infantry Battalion headed by Lt Col. Lyndon Paniza, was unveiled.
Last June 25, 1989, while inside a village chapel attending a Sunday service, about 40 men, women, and children were mercilessly murdered by some 120 armed Maoist communist terrorists New People’s Army (NPA) led by Amado Payot, aka Benzar. Using M-60 machineguns and armalite rifles. “Samtang nag porma sila ug letra C, ilang girapidohan mi ug gipamusil, dayon gipamutol ang ulo sa duha ka mga lalaki (While making a letter C formation, they opened fire on us then cut-off the head of two men),” said Adronico Edianon, the man, shown in many a picture of the Digos massacre, holding a head surrounded by dead children and women. Edianon is now a Barangay councilman of Binaton.

Alcover called on all Filipinos to intently reflect and learn about the real character and intentions of the Maoist communist NPA from the Digos massacre. “The Digos massacre should always remind us that indeed those who profess as protectors of human rights and justice are actually the real purveyors of death and destruction of our democratic ideals and freedoms,” he added.

Alcover and Palparan assured the residents of the area that next year’s commemoration activities shall be held right Sitio Rano, the site where it happened. “With the help of other government agencies, we will try our best to construct a road from the main highway to Sitio Rano, in time for next year’s celebration,” they assured the residents.

Later in the afternoon, some 3,000 people from Barangay Binaton and other neighboring barangays of Digos City, and some municipalities of Davao del Sur gathered at the city’s public market to protest and condemn the continued inhuman atrocities against the Filipino people.

Alcover called on the protesters to be firm and steadfast in their commitment to oppose and peaceably confront the unabated murders perpetrated by the Maoist communist NPA. “We do not believe that the problem could best be solved by bullets and guns alone. But a strong and sustained education and counter-organizing campaign of all freedom loving Filipinos is, by any measure, the best way to put a stop to their barbarism,” Alcover explained.

HR1109 should be viewed in a wider context and not only on PGMA’s term extension, says Rep. Alcover

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) calls on all Filipinos to take a serious look on the need to amend some provisions of our Constitution and not harp solely on the issue on the extension of the term of office of President Gloria Macapagal-Arroyo. The main issue here is not President Arroyo but on what is best for our people and country. I voted in the affirmative for House Resolution 1109 to make our constitution more attuned and responsive to the call of the times.
ANAD believes that putting in place a Unicameral System or a Federal form of government could be the best move to make as these would save more than enough funds that the government could use to strengthen our democratic institutions and people’s well being. In the present bicameral system, the upper house or the Senate, aside from practically unnecessary duplicating the legislative functions with the House of Representatives, could be a good avenue for corruption especially during elections where each candidate conducts a nationwide campaign for a seat in the Senate. This entails a lot of money to spend. The next question then would be – How would these candidate recover the money they used during the campaign? The present presidential-bi-cameral form of government is definitely weak. Obviously, this breeds corruption from the top to the lowest rung of governance.

A federal form of government is also a wise and good move considering the devolution and decentralization of power and authority from the seat of national governance to the different regions of the country.

The issue of PGMA’s possible extension of office is an issue raised and twisted to high heavens by the Maoist communist agitators and pseudo partylist groups because:
1. They abhor and disliked a change in our constitution, either in form or substance. Any change of system would negate all of their intentions and motives in conducting street protests and other anti-government actions;
2. The demented minds of Maoist communist agitator-propagandists’ choice is to constantly target PGMA because they prefer the present set-up of government in support to their political aspiration of putting 3 of their cohorts in the Senate, through their communist front political party MAKABAYAN. If this happens, it is just a few steps away from the penultimate position of power in government; and
3. They wanted this condition because it feeds on their appetite to sow discontent, disinformation, and public disorder among Filipinos and even the international community of nations.

Why are those against HR 1109 harping on this concern if they believe that the President does not have the support of the majority of the Filipinos? Why were the Maoist communist agitators, especially those in the pseudo Partylist groups, silent and never protested nor questioned then President Corazon Aquino’s appointing members of the Constitutional Commission in l986 and not truly reflective of the people’s mandate? The truth of the matter is that they are afraid of their own shadow. This is the very same shadow that they themselves created! They are now totally out of touch with reality. Their only motivation is putting in place a situation in furtherance of their own revolutionary agenda.

Let us admit the fact that there are flaws in the l987 Constitution. These flaws need our immediate attention and action to be able to respond to the demand of our people and the call of the time. We should rise up forthwith not because of our emotions but for a more noble purpose of not allowing the Maoist communist CPP-NPA-NDF to exploit the issue.

The current situation is very serious and critical. Indeed, our country needs people who can readily stand up and ably respond to the demagoguery wrought by the Maoist agitators who have successfully influenced different sectors of the Filipino community, to include the religious.

Truly enough, ANAD will not be surprised to see these personalities on the streets during the mass actions during President Gloria Macapagal-Arroyo’s State of the Nation Address on July 27 and chanting anti-Charter change and other anti-government slogans.

It is high time that I call on the members of the House of Representatives who voted affirmative to HR 1109 to come out into the open and explain their respective position. We have our sworn duty and obligation to explain this to our people. A united front on pro-charter change must be established and mobilized to explain to the people the whys, wherefores, and other imperatives appurtenant to HR 1109 and not to leave it up to any one man alone.

The same call holds true for government and all freedom loving Filipinos. There is only way to enlighten our people. This will only happen if we “come out of our own cowardly shells.” Our continued silence is only what the enemies of freedom and democracy wanted.

We must always be reminded of British statesman Edmund Burke who said - - - ALL THAT IS NECESSARY FOR EVIL TO TRIUMPH IS WHEN GOOD MEN DO NOTHING.

Press Statements

Rep. Alcover dares pseudo partylist members to renounce their membership with the Maoist Communist Party of the Philippines

Pseudo Partylist groups must now take out all the trappings and covers that they used in the 4 decades of Maoist communism insurgency in the country. This is the challenge poised by ANAD Partylist Representative Jun Alcover during his privilege speech, entitled – “A scourge of deceit and brutality”, at the House of Representatives this afternoon (June 1, 2009).

Alcover pointed out that Bayan Muna, Gabriela, Anakpawis, and Kabataan are partylist organizations of the Maoist Communist Party of the Philippines, under the National Democratic Front. “CPP chairman and Maoist messiah Jose Ma. Sison admitted this in his speech in Brussels, Belgium in l987 and during the launching of Makabayan, last April 16, 2009,” Alcover said.

Alcover warned those who still remain in the so-called political mainstream to be wary about Makabayan. “It is a political coalition instigated by the Maoist CPP. Let me warn you that any decision to be subservient to those who espouse a Godless and inhuman ideology could spell disaster for our country,” he said.

Alcover decried the unabated killings, harassments, and intimidation by the Maoist communist New People’s Army in the countryside; and the sustained anti-government campaign waged by the pseudo partylist groups to advance their cause and gain seats not only in Congress but in the Senate during the 2010 elections. “They continue to unleash their death squads on those whose opinions differ from the dogma they dearly hold. They have corrupted our electoral system by using armed units to dictate how communities vote. . . .They are not merely turning our democracy on its head. They are turning our democracy against itself!” Alcover said.

Alcover chided the pseudo Partylist Representatives for using Congress as a venue to launch their vicious propaganda campaign against government and to advance their cause. He added that they chose to join protest actions rather than willfully fulfill their sworn duty as members of the Lower House. “Such will be the case when Her Excellency President Gloria Macapagal-Arroyo will deliver her State of the Nation Address before a joint session of Congress. . . . Now is the time to ask Cong. Satur Ocampo and company as to which body they wanted to belong. They cannot be in two places at the same time,” he clarified.

The ANAD partylist representative challenged Congressmen Satur Ocampo, Teddy Casino, Neri Colmenares, Rafael Mariano, Joel Maglungsod, Liza Maza, Luzviminda Ilagan, and Raymond Palatino to renounce armed struggle, renounce their membership in the Communist Party of the Philippines, and denounce the terrorist acts of the communist NPA. “The proxies of Maoist Messiah Jose Ma. Sison, in this hall, must now be asked with full clarity about their readiness to standby their oath of office - -to defend the republic and obey the constitution,” Alcover stressed.

To effectively and peacefully confront and oppose the continued deception and brutality of the Maoist communists, Alcover called on the government to maximize the use of its resources to conduct a peaceful education campaign from the national to the barangay level with the local government units in the forefront of the effort. “Killing or arresting these Maoist communists’ agitators and propaganda operators will not solve the problem. We can isolate physically a person but we cannot isolate or kill an ideology. The best way is by educating the Filipinos,” Alcover explained.

Transfer of counter-insurgency campaign

to DILG is the appropriate move of government, says ANAD Rep. Alcover

(press release: 28 May 2009)

Education of the masses is the best weapon to counter the influence, intimidation, and spate of murders committed by the Maoist Communist Party of the Philippines and its armed wing, the New Peoples Army, throughout the country.

This was bared by ANAD Partylist Representative Jun Alcover during the Usapang Balita Media Forum held at the Quezon Memorial Circle, in Quezon City, today even as he clarified that confronting the communist terrorism insurgency using guns and bullets will only exacerbate the problem.

He disclosed that the Alliance for Nationalism and Democracy (ANAD) believes that it is high time that the Department of Interior and Local Government (DILG) must take the lead role in the fight against communist terrorism.

Alcover explained that the DILG can effectively use the different local government units, down to the barangay level, as the so-called political front in the rural areas as a counter-measure against the Maoist communist sectoral front organizations under the National Democratic Front (NDF); while it can efficiently mobilize the Philippine National Police, as the armed component against the Maoist communist-terrorist NPA.

“The essential point here is to empower and mobilize the LGUs, particularly the barangays, to protect their respective areas from the NPA’s continued intimidation and harassments,” Alcover said.

Asked on the plans of ANAD as it is now one of the Partylist organizations in Congress, Alcover retorted saying, “We continue our crusade for the protection and preservation of our freedoms and democratic institution and bring this advocacy right inside the hallowed halls of Congress.”

Alcover cited the presence of Maoist communist pseudo-partylist organizations in Congress that has effectively manipulated some members to support their objectives, “We will expose and unmask their real self so that the Filipinos will know how the members of Bayan Muna, Gabriela, Anakpawis, and Kabataan has made use of their positions,”

ANAD denounce the murder of Pitao’s sister;

pseudo partylist members challenged to do the same

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) denounce, in strongest terms, the continued murders, utter disregard to human life, and other forms of barbaric acts perpetrated by the Maoist communist-terrorist NPA against peace-loving and civilized Filipinos. ANAD decries the ability of these Maoist Godless and inhuman group to easily end one’s life while riding on the comforts of a hasty decision by their Kangaroo court where the victims were denied due process.

Representative Jun Alcover of ANAD Partylist describes as completely outrageous the murder of Evelyn Pitao, last May 23, in Sto. Tomas, Davao del Norte. “We cannot hold our feelings on the unjustified and inhuman act committed by a group who professed to be protectors of human rights, of the oppressed, and purveyors of equality in Philippine society,” Alcover said.

The admission by the Maoist communist NPA command in Southern Mindanao of their responsibility on Evelyn’s murder, points to a glaring fact that they do not dignify and recognize the sanctity of family ties and relationships. “We must not forget Fr. Conrado Balweg who was treacherously murdered by his own brother, Jovito, upon orders of the central committee of the Maoist CPP-NPA-NDF,” Alcover said.

“What is surprising is the conflicting statements issued by both the NPA command in Southern Mindanao and that of KARAPATAN, the Maoist communist front organization for human rights. This is really alarming considering the usual propaganda campaign line of the so-called human rights advocates that always points to the military and government as the ones responsible in all incidences of murders and killings in the country,” Alcover explained.

“Consistent with their denunciation and condemnation on the disappearances of Jocelyn Cadapan, Jonas Burgos, and others upon whom the government and military were accused as the ones responsible, I challenge Bayan Muna Congressmen Satur Ocampo, Tedoro Casino, Neri Colmenares and all their cohorts in the Maoist pseudo party groups to openly denounce and condemn the Maoist communist-terrorist NPA for the killing of Evelyn Pitao and her alleged lover – Roberto Dadula,” Alcover said even as he called on the Filipinos to wake up from deep slumber to confront and oppose the notorius Maoist communist CPP-NPA-NDF and all of its surrogate organizations.

“Our country truly deserves the full cooperation, understanding and support of every freedom loving Filipino for peace to completely reign again in our midst,” Alcover added.

Maoist Pseudo Partylist Reps must bare themselves out!

(press release: 27 May 2009)

The ALLIANCE FOR NATIONALISM AND DEMOCRACY (ANAD) strongly condemn, in unequivocal terms, the unabated rash of kidnappings, murders, and attacks by the Maoist communist New Peoples Army (NPA) as it calls on the Representatives of the self-styled pseudo Partlist groups, in Congress, to come out from their intentional hibernation and denounce the atrocities of the NPA.

ANAD Partylist Representative Jun Alcover decried the Maoist NPA utter disregard for peace and human rights which is in direct contravention to their acronym being the so-called “protectors of the people.”

“What have they done to the 3 soldiers of the 11th Infantry Battalion, Philippine Army in Guihulngan City, Negros Occidental and a certain Staff Sergeant Manlangit of the 36th IB, PA, in Agusan del Sur? They mercilessly killed them in cold blood?” Alcover said. “Do not these soldiers deserve the same human rights protection from terrorist actions?”Alcover asked.

“Why did they (NPA) raided the DPWH office in Barangay Bacacay, Gubat, Sorsogon last May 25? Isn’t it because they are wholly opposed to the construction and infrastructure projects of the government?” Alcover quipped.

Alcover explained, “What is happening now is obviously the implementation of Mao Ze Dong’s doctrine of – OPPOSE WHAT THE GOVERNMENT SUPPORTS; AND SUPPORT WHAT THE GOVEFRNMENT OPPOSES!”

Alcover lamented the fact that the continuing terrorism committed by the Maoist NPA has been met with a loud and deafening silence by pseudo-Partylist lawmakers of this 14th Congress.

The pro-democracy lawmaker strongly called on Partylist Representatives Satur Ocampo, Teodoro Casino, and Neri Colmenares of Bayan Muna; Liza Maza and Luzviminda Ilagan of Gabriela; Rafael Mariano and Joel Maglungsod of AnakPawis; and Raymond Palatino of Kabataan, to show your true and real colors. “Now is the time for all of these pseudo-partylist lawmakers to bare themselves out to the Filipino people,” Alcover said.

“Enough is enough. We cannot tolerate any of your scripted antics clothed with pretentions and deceit. The lines must be drawn now. The grains must be separated from the chaf, so to speak, so that our people could be given a better understanding and could render better judgment during the 2010 elections,” Alcover added.

Rep. Alcover supports Cebu Gov. Garcia’s

filing of charges against 3 big oil companies

(press release: 24 May 2009)

The disparity in prices of oil products is so glaring that government should move-in to stop the malpractice of some oil companies perceived to be manipulating the prices of oil products sold to end consumers, in the country.

Rep. Jun Alcover of ANAD Partylist expressed his surprise upon knowing that prices of oil products in Cebu, sold by Chevron, Petron, and Shell, are higher compared to that in Cagayan de Oro, Iloilo, and Davao Cities. Alcover noted that the price of diesel fuel in Cebu is higher by Php 6.31 per liter compared to the same item sold in Manila; unleaded gasoline is Php 7.69 higher in Cebu compared to that in Manila; LPG is higher in Cebu at Php 5.78 per kilo compared to that in Manila.

Also, Alcover was surprised upon learning that the average price of gasoline products is higher in Cebu by Php 4.83 compared to Cagayan de Oro, Php 1.02 compared to that in Iloilo; and Php 3.46 per liter compared to that in Davao.

“We cannot just close our eyes to this grim reality adversely affecting the lives of Cebuanos,” said Alcover. “Indeed it is predatory pricing as it intends not to help Cebu grow but to add more burden to the Cebuanos, as a whole. Instead it helps a lot to support the communist propaganda.” Alcover added.

Rep. Alcover made this reaction as he expressed his unqualified support to Cebu Gov. Gwen Garcia’s filing of a criminal case against the 3 big oil companies before the Department of Energy-Department of Justice Task Force on Oil Deregulation. “I support Gov. Garcia’s intent of opening up the book of accounts of these companies so that we will know the truth,” Alcover pointed out.

“If there is a necessity to file a bill to amend Republic Act 8479 or otherwise known as Downstream Oil Deregulation Act of l998, then we will move for it in the Lower House,” Alcover said. “Also, if these oil companies doesn’t heed our call, then let us launch pressure actions against these 3 oil companies,” Alcover clarified.

Charter Change must not be personality centered

press release: 18 May 2009)

Efforts to amend our constitution must not be personality based but should consider what is best for our country and people. This was expressed by Cong. Pastor Alcover Jr., ANAD Partylist Representative as he explained that ANAD will support moves to amend the Constitution, either thru Constituent Assembly or Constitutional Convention.

“We cannot be silent on the matter considering the fact that our people need adequate support from government which our present constitution could not extend to them with dispatch. Amending some provisions of the constitution could spell enhancement and support for this,” he said.

He cited some provision that could bolster our economy and cause political maturity among our people. “Either towards parliamentary, federal, or putting up a stronger and improved presidential form of governance does not worry us. But ANAD’s utmost priority is one that would enhance our people’s capability towards economic development through opportunities that would address poverty and capability building,” Alcover pointed out.

On the issue that additional partylist representations were named to the Lower House to ensure Charter Change (Cha-Cha), Alcover said that the highest court of the land has mandated it to be so. “It is in compliance to the mandates of our constitution. The apportioning of 20% of the total members of Congress for partylist representation was in the Constitution long before the move/s to amend the constitution came out,” he added.

Alcover urged all sectors to view such moves in the context of promoting the general welfare and capability of our people; and not against any individual. “The latter would clearly be of great disservice to our people and country because personal and biased intentions would be the order of the day, so to speak, and not the giving of importance to the future and well-being of our people and country,” Alcover stressed.

Political pluralism with an armalite on our back?

(press release: 09 May 2009)

ANAD Partylist Cong. Jun Alcover described as “threading into murky and dangerous waters” if lawmakers, like Sen. Chiz Escudero, openly pursue his thinking of “allowing beliefs espoused by all political forces to be heard in the marketplace of ideas.”

While the ALLIANCE FOR NATIONALISM AND DEMOCRACY is open to the exchange of beliefs and ideas that would result to a better understanding and peace among Filipinos, “allowing a group who advocate violence is something that must be prevented,” said Alcover.

Expressing his reaction to Sen. Escudero’s statement, as reported by media, Alcover explained that dealing with the Maoist CPP-NPA-NDF, especially with their sectoral front and pseudo partylist organizations is tantamoung to “ talking to them with an armalite on your back, he said.

While ANAD has not yet decided on the issue of reviving the Anti-Subversion Law or RA 1700 whether to support it or not, Alcover said that strengthening our country’s democratic institutions necessitates the unhampered and free exchange of political beliefs and ideas with groups who do not advocate the use of violence against innocent and helpless Filipinos.

“Such is not the case with the Maoist CPP-NPA-NDF for they strongly adhere to the teachings of Mao Tse Tung – POWER COMES OUT FROM THE BARREL OF THE GUN. This is the very reason why the CPP’s New People’s Army is there,” Alcover pointed out.

Alcover called on all Filipinos, especially those who are setting their sights on the top two positions of the land, to be serious about the issue. “Let us refrain from political double talk in exchange for the so-called votes of the Maoist communist minions. Let us join hands to give real meaning to our freedoms and democratic institutions,” he said.

Alcover calls on Congress to investigate

Cong. Maglungsod’s actions

(press release: 09 May 2009)

The ALLIANCE OF NATIONALISM AND DEMOCRACY (ANAD) strongly supports the order issued by Secretary-General Marilyn Yap for Anak Pawis Partylist Representative Joel Maglungsod to vacate his “office tent”, along with Maoist communist front sectoral organizations that set up camp at the gates of the Batasan Pambansa. However, “the order should immediately be implemented and not wait until June 6,” said Cong. Jun Alcover, of ANAD Partylist

“These people had been given more than enough time and space and their continued stay in that area has shown their disregard and utter disrespect to the House of Representatives,” said Alcover. “They blatantly abused our country’s democratic space,” said Alcover.

More than 10 “tents” and illegal temporary structures with matching red banners of Maoist communist front sectoral organizations were established in that area and obviously intended for a long stay. Aside from the “Batasan Siege”, Maoist communist sectoral front organizations had pitched camp, for years already, in front of the main offices of the Department of Agrarian Reform (DAR), Elliptical Road, Quezon City.

ANAD maintains that protests and other forms of peaceful assemblies at the gates of the Batasan Pambansa and other government offices is welcome, “pitching camp and putting illegal structures there tantamount to hooliganism as if they are pressuring Congress and government to succumb to their demands,” Alcover stressed.

Alcover lamented Maglungsod’s attitude as a member of Congress. “What happened to him? He has brazenly expressed disrespect to an institution that he also belongs. His actuations, that placed the entire House of Representatives’ integrity to question and public ridicule, is something that must be investigated by the Ethics Committee of the Lower House and appropriate disciplinary sanctions be meted against him,” Alcover pointed out.

On the other hand, Cong. Alcover explained that if Congress refuses to investigate Cong. Maglungsod and immediately remove the illegal structures at the gates of the Batasan, “ANAD would take this as an expression of tolerance on the part of the House’s leadership. The news item that came out might only be intended for public relations purposes.”

In so doing, Alcover said that organized pro-democracy forces in the country, particularly in Metro Manila, can do the same, “in pursuit of our pro-democratic crusade. Congress cannot prevent us from doing so,” he added.

RED REBEL TURNED SUCCESSFUL ENTERPRENEUR

BIO-PROFILE OF PASTOR MONTERO ALCOVER, JR.
(a.k a. JUN ALCOVER)

Red Rebel turned successful “Enterpreneur”

SHOWING the way it should be and organizing the it should go were natural endowments to a born leader.

Sired to a soldier-father on October 5, 1952 in C. Padilla St., Cebu City, Pastore M. Alcover, Jr. or Jun to friends, intermittently grew up in Cebu City, the Queeen City of Southern Philippines. As his father got assigned in Lanao del Norte, Jun finished elementary studies in Iligan City graduating as class salutatorian. Back to Cebu for his secondary schooling, he enrolled at the Abellana National High School. Early on, he showed his mettle in leadership by getting elected president of the ANHS Supreme Student Council. He led his historic first militant student street demonstration in Cebu City in 1969.

He enrolled at the University of San Carlos (USC) with intent to major in Political Science. His leadership ability caught the eyes of militant Manila-based leaders so that they recruited and made him join later on became a ranking leader of the Kabataang Makabayan (KM) and the Samahang Demokratiko ng Kabataan (SDK) in 1970’s. Later that year, he organized the Union of Democratic Workers – the first CPP labor front.

In 1971, he became an original member of the CPP-NPA expansion team for the Visayas and Mindanao regions. Because of this, he was expelled from the USC in early 1972. When Martial Law was declared, he went underground and married Aner B. Arnoco, a beauteous NPA freedom fighter, in a communist wedding ceremony. After the wedding, he organized the first NPA armed squad in Cebu. Due to the incessant military pursuit against him in Cebu province, Samar-Leyte area was a good refuge and there he organized the first CPP-NPA units in Southern Leyte during the period 1973-1974.

His initiatives and hard work did not go unnoticed so much so that in 1973 his status was elevated and become a ranking party member of the Eastern Visayas Regional Communist Party Command. Thus, he became Commander-Political Officer (CO-PO), NPA Regional Armed Unit in Samar Island in 1974.

Finally in 1978, after long years of evading military forces, he was captured and placed in solitary confinement for more than six months. His confinement offered him some opportunities to examine his social conscience and directions in life.

Thus, after being granted amnesty and release from detention, he became a strong and committed anti-communist/pro-democracy advocate and fighter. He then organized the Katipunan Para sa Demokratikong Reporma (KADRE), a very known anti-communism group in the Visayas and Mindanao in 1980.

Being a former communist rebel, he understands how the communist mind thinks and operate. To deny the CPP-NPA propaganda mileage, he started a very hectic and dangerous campaign of exposing and opposing the underground. Through lectures and seminars, the deceptive recruitment and organizational build-ups employed by the different united front organizations were exposed. His efforts were so successful that he was invited to several speaking engagements and tours in Australia and the USA.

When the industrial sector got seriously troubled due to the labor unrest caused by the leftist KMU (Kilusang Mayo Uno), he spearheaded a movement to expose and confront it. He was successful in averting strikes in many commercial establishments and industries. He was invited by many business establishments, throughout the country, to hear him telling about his success stories.

Ably steering as its chairman, he organized the National Alliance for Democracy (NAD), well known for having stifled KMU infiltrations. NAD also serves as the broad umbrella organization of pro-democracy advocates in the country. Jun also spearheaded the establishment of the National Alliance for Democracy & Freedom Foundation, Inc. (NADFI). As it is mainly composed of former rebels and marginalized groups, NADFI aims to initiate, develop and congregate support for livelihood and entrepreneurial projects of its members. And due to the unwavering support by captains of industries, he went into the security business to help safeguard peace and at the same time employ some 700 guards all adherent to his advocacy.

He founded the KADRE Security Force and General Services, Inc. (KSFGSI) to sustain his cause. An ideologically-sanitized labor force of 3,000 at General Santos City’s Century Canning plant comes from his job placement agency.

At one point he was he was Vice President for the Visayas of the Philippine Guardians Brotherhood, Inc. (PGBI). Running differences with then PGBI president now Senator – Gregorio Honasan, forced him to tender his resignation and organized the NGI (New Guardians for Freedom and Democracy, Inc.). He subsequently became its Founder/National President.

In 2003, aware that the Maoist communist already has infiltrated our country’s Congress (legislature) and used government funds to fuel their anti-government campaigns, we decided to bring our peaceful campaigns of education, organization and mobilization to the hallowed halls of the Congress’ Lower House (House of Representatives). This gave birth to the Alliance for Nationalism and Democracy (ANAD) and we joined the 2004 elections for party-list representation in the Lower House using the name ANAD party-list which was duly accredited by the Commission on Elections.

Technically we were able to make it to at least 1 seat but ANAD party-list was not proclaimed due to the intervening event that happened, the disappearance of then Comelec Commissioner Virgilio Garcillano as a result of infamous “Hello Garci” scandal.

Unfazed, we were making another shot in the party-list representation during the May 14, 2007 elections. This is our 2nd and last attempt as provided in our constitution.

Counter-organization and counter-mobilization of all awakened Filipinos is what our focus is all about. Pro-democracy lectures are regularly conducted by ANAD either on our own initiatives or through the invitations of the Armed Forces of the Philippines.

ANAD, as in previous pro-democracy groups that we earlier formed, is solely supported by donations and/or contributions, e.g. moral or financial, from different organizations and individuals determined to expose, confront and oppose the evils wrought by the Maoist CPP-NPA-NDF.

Despite our very limited resources, without support from the government and the military, ANAD officials and volunteers are committed to contribute our share in defense and preservation of our freedoms and democratic institutions.

Last September 2008, NADDFI had published a book, “ATROCITIES & LIES: The Untold Secrets of the Communist Party of the Philippines” authored by Jun Alcover, Yettan Veritta Liwanag, Tito A. Porras and Matthew Jennings. And currently, despite of his hectic schedules, Jun Alcover hosts a radio program dubbed as “SUMBONGAN” aired over Bantay Radyo (with simultaneous broadcast at dyDD-1260kHz for Metro Cebu, dyZZ-1458kHz for Negros Oriental and dyHH-864kHz for Northern Cebu).

ANAD, contrary to allegations by communist legal front organizations’ black propaganda, is not a creation of government or the military but a product of the Filipinos desire and commitment to protect our country’s freedom and democratic institutions.
